The article compares Rwanda and South Africa's records on human rights at the United Nations. Surprisingly, Rwanda, an authoritarian state, has been a stronger defender of international human rights than South Africa, a liberal democracy. This challenges the idea that democratic countries are better at respecting human rights. The study suggests that the UN Human Rights Council should not only have members with good domestic human rights records.
