Social enterprises in China face challenges, but a Government-Organized Non-Government Organization (GONGO) is using social entrepreneurship to create sustainable solutions. By identifying social problems, implementing market-based solutions, and making long-term changes, the GONGO is developing new social enterprises. This top-down approach shows that in an authoritarian context, GONGOs can play a key role in social entrepreneurship and China's development.
