The article discusses public goods which are things everyone can use and don't run out when they're used. Most goods have some restrictions on who can use them and if sharing them affects others. Politics also plays a role in deciding who gets to use things. To provide these shared goods internationally, different levels of government and public and private groups need to work together in new ways, instead of using traditional top-down decision-making.
