The article explores how mobile learning apps collect users' personal information and their privacy policies. Most apps prioritize providers' interests over users'. The Privacy by Design framework may help developers improve user privacy practices. A survey of 260 participants found that users are less worried about non-identifiable data collection. Users are more concerned when apps share personal information with third parties for commercial reasons than with the government.
