The article discusses the challenges faced by Iranian cities in achieving urban planning goals. The researchers identified five main barriers to successful urban development plans: the context of urban plans, the structure of urban planning, laws and regulations, public participation, and financial resources. The study collected data from international studies, Iranian research, and government reports to reach these conclusions.
