The article introduces a new way to manage and govern different blockchains using a system called PoEC. This system uses smart contracts to ensure trust between the supervisory and supervised blockchains. The main idea is to transfer consensus from one blockchain to another without changing the original way each blockchain operates. Through experiments, the researchers show that this method is effective, cost-efficient, scalable, and can work across different blockchains.
