Decision makers used SWOT analysis for planning, but it can be subjective. This study combined SWOT with SIPA analysis to prioritize strategies for Electronic-Based Government Systems. They focused on two local governments in Indonesia and found strengths, weaknesses, opportunities, and challenges. The new method improved services and accurately reflected the organizations' situations.
