The study looked at why rural communities in Niarij Watershed, Qazvin Province, don't participate in watershed management plans. They identified and ranked factors that prevent participation. Key findings show that lack of awareness, limited resources, and unclear benefits are major barriers to rural involvement in managing the watershed.
