Shelter staff and public differ in assessing kenneled dog welfare, impacting care.
Animal shelter employees, dog behavior professionals, and the public watched videos of kenneled dogs and rated their welfare. Professionals gave lower welfare scores than the public. Shelter employees and professionals focused more on body language and behavior when explaining their scores. All three groups suggested adding enrichment to improve welfare, but shelter employees and professionals mentioned it more. There were no differences in how feasible they thought the improvements were. Future research should look into why welfare improvements aren't happening in animal shelters.
