Environmental regulations in Asia are compared in terms of cost effectiveness. Market-based instruments are found to be more cost-effective than command and control policies for controlling industry emissions. Moving towards market-based instruments could lead to significant cost savings in regulating air and water pollution in countries like China, India, Pakistan, and the Philippines.
