Drones are unmanned flying vehicles that can be controlled remotely. The use of drones in urban planning is increasing, but so are accidents involving them. To manage drones effectively in smart city planning, regulations and procedures will be put in place. This paper suggests rules for drone management and control in transportation planning. By using mathematical models, researchers can develop control rules and dynamic models for drones. A drone-following model based on these dynamic models can help in managing and controlling drones effectively in smart city planning.
