Agent-based models for policy design in socio-technical systems can benefit from qualitative data. A new methodology was developed to create these models using insights from real-life situations. The process involves creating a framework based on case studies and then using it to build the model. This approach was applied to disaster information management in Jakarta, resulting in a detailed model.
