The article presents a new theory for following NEPA regulations by using a systematic interdisciplinary approach. It outlines the procedural steps needed for compliance and how to manage a NEPA program effectively. The goal is to provide a clear framework for project managers to implement NEPA requirements successfully. The approach is based on statements in NEPA and CEQ regulations. The findings have been useful in training project managers and developing a NEPA expert system.
