The EU is working on shaping energy policies in countries outside its membership through the Energy Community. The study looks at how successful the EU has been in influencing these policies and why. The results show that the EU has been able to impact the energy policies of non-member states to some extent, even in countries not aiming for EU membership. Successful agenda shaping is more likely when issues can be viewed from different perspectives.
