Projects funded by the Federal Highway Administration must follow the National Environmental Policy Act (NEPA) process, which balances project benefits with environmental impacts. Six steps are outlined to help with this process: effective scoping, continuous coordination, design flexibility, accurate impact assessment, negotiated mitigation, and proper documentation. Two bridge replacement projects in Pennsylvania demonstrate how these steps can successfully navigate environmental challenges, preventing delays and ensuring efficient project delivery. By addressing environmental concerns early on and integrating them into all project aspects, delays can be minimized, and projects can move through the NEPA process smoothly and effectively.
