Cost-effective HOT lanes beat out light rail for urban freeway travel.
The study compared different ways for people to travel on a freeway in Phoenix. They looked at data and costs to see which option was the most cost-effective. The options they compared were high-occupancy/toll lanes, adding a fourth general lane, HOV lane with bus rapid transit, exclusive bus rapid transit, and light rail transit. The results showed that high-occupancy/toll lanes were the cheapest option, while light rail transit was the most expensive.
