Land use plays a big role in how traffic moves in a city, but in developing countries, it's hard to get accurate data on land use. In Sri Lanka, researchers had to create a traffic model for a new expressway without good data on current land use. They managed to make a working model by coming up with their own land use data that fit the model's needs. This shows that even with limited information, it's possible to create useful tools for planning transportation projects.
