The civil examinations in imperial China helped train literati and allowed for some social mobility, but peasants becoming officials was not a main goal. The emperor had the final say in selecting scholar-officials, and the system was dependent on an authoritarian imperial system. A modern political system might work better with a merit-based bureaucracy.
