International air transport has been evolving towards more liberalization. The EU has been exploring ways to open up air transport while also regulating it. Recent agreements between the EU and other countries have led to both benefits and challenges. A new legal framework for international air transport is emerging from these policies. To address the issues arising from these changes, stronger cooperation between global and regional players is needed.
