Surveys of citizens, enterprise managers, and public officials revealed widespread corruption and weaknesses in service delivery. Despite political and economic freedoms, poverty remains high, debt levels are concerning, and exports and foreign investment are declining. Addressing governance issues is crucial for sustained growth and poverty reduction in the country.
