The impact of EU climate policies on Finland and the larger EU, between 2013 and 2020, was studied. Finland faced larger output and job losses due to its cold climate, energy-heavy industries, and high export levels. As climate policies tighten further in the 2020s, the EU's economic growth will rely heavily on emission-free electricity. This means that in the future, economic growth in the EU will mainly hinge on clean energy rather than factors like workforce or productivity.
