With fiscal pressures and new societal challenges, there is a need to rethink how these services are planned and delivered. The research focuses on reforming urban services in Italy by exploring the role of urban plans in improving service quality and coverage. The study analyzes the Services plan of the Lombardia region and identifies potential sources of innovation. The goal is to provide a framework for understanding the historical and legal context of urban services in Italy and to draw conclusions on policy implementation.
