EU climate change policy networks struggle in Algeria due to conflicts.
The article explores how the European Union influences climate change policies in Morocco and Algeria without offering EU membership as an incentive. It identifies three waves of Europeanization and emphasizes the importance of policy networks in bridging conflicting agendas and developing consensus over EU rules. The study shows that while policy networks successfully advance Europeanization in Morocco by focusing on climate change mitigation, political conflicts hinder progress in Algeria, leading to stagnant cooperation. This research highlights the challenges of implementing EU policies in non-European countries when conflicts disrupt policy networks.
