Rural smallholders around the world often hold their land in ways not recognized by the law. New land laws have been introduced to protect this land from encroachment. The idea that only private property rights can secure land tenure for development is being questioned. Different countries have different approaches to land law. Some focus on community-based land tenure arrangements. Lessons can be learned from these approaches in Mozambique, Tanzania, Ethiopia, and Indonesia.
