The report evaluates how well the Houston HOV lane system on four freeways operated up to 1991. Data analysis included HOV lane and freeway mainlane operations, transit usage, and trends before and after HOV lane implementation. By the end of 1991, 46.5 miles of HOV lanes were in use, serving over 60,000 daily person trips. Carpooling and vanpooling accounted for 59% of trips, with buses making up the remaining 41%. Usage decreased by 11% compared to 1990.
