The study looked at how high occupancy vehicle (HOV) lanes affect safety on California freeways. They compared an HOV lane section to two sections without HOV lanes. The main finding was that the HOV lane had more accidents during peak times compared to the other sections. This difference in accident rates seems to be due to differences in traffic congestion, not the design of the HOV lanes themselves.
