The article discusses the changes happening in public administration, focusing on accountability and public law. It explores the reasons behind reforming the public service, the challenges faced, and the principles guiding these reforms. The study also looks at the role of Parliament, executive agencies, and the Citizen's Charter in shaping public service delivery. Three case studies from different countries are examined to provide a broader perspective. The goal is to move towards a new administrative law that enhances accountability in public service.
