The article discusses how public organizations in Romania need to improve their ability to manage projects effectively. The country's process of joining the European Union has led to changes in how projects and policies are implemented. Public institutions should evaluate their management capacity when significant changes occur to make necessary improvements. The study shows that there is a need for an evaluation tool to assess the organizational capacity for managing projects in Romanian public institutions.
