Scottish fiscal autonomy may not boost growth as expected, study finds.
The paper argues that fiscal autonomy may not provide as many benefits as believed. Having control over tax revenues may not necessarily motivate Scottish politicians to boost growth. There is little proof that local governments are mainly focused on increasing revenues and spending. The idea that fiscal autonomy would lead to better economic decisions assumes that politicians plan for the long term, which is not always the case in politics.
