Environmental assessment aims to improve the outcomes of transportation policies by being done competently and honestly before decisions are finalized. In the transportation field, policies, plans, and programs are different stages of decision-making, each with its own time, knowledge, and confidentiality constraints. Due to uncertainties in projections, traditional project appraisal techniques may not be suitable. Strategic environmental assessment can be challenging in transportation programs due to limited data availability.
