The Blue Line light-rail route between Long Beach and downtown Los Angeles did not lead to new development near the transit stations as expected. Instead of upscale urban areas, there were empty fields and rundown buildings. The reasons for this lack of success include the need for ongoing support from institutions, strong political backing, a thriving local economy, involvement from the community, and significant financial resources.
