The European Commission introduced the First Railway Package in 2000 to open up the rail freight market in Europe. However, many EU countries have not fully implemented it as intended. They have not set up independent regulators, neutral infrastructure managers, or restructured their national railway companies. This has led to criticisms from the EU about the lack of progress in creating a liberalized rail market across Europe.
