The study looked at how adding special lanes for cars with more people (HOV lanes) on freeways affects safety. They focused on two HOV lane projects in Los Angeles. One project didn't make things worse, but accidents moved to different spots. Traffic jams changed but didn't get better. The other project actually caused a 2% increase in accidents.
