The article discusses how Metropolitan Planning Organizations (MPOs) and state departments of transportation make decisions about transportation planning. It explains the different roles these organizations play and the organizational structures used by MPOs across the country. Despite changes in transportation laws, the governance structures are not expected to change much. The article suggests that MPOs should update their organization structures and work on implementing long-term transportation plans.
