Public-Private Partnerships Empowered to Deliver Transparent, Profitable Infrastructure Projects
Italian laws have introduced ways to combine public and private money for improving public services through Urban Renewal Plans, STU, and PFI. These initiatives help involve private businesses in public projects. However, they lack clear financial details for investors and ways to assess profitability. The paper aims to create a model to help both public and private sectors evaluate collaborations, such as between government bodies and companies, using transparent criteria.
