The EU aims to promote human rights in China through its unique norms and values. Previous studies have focused on EU foreign policy but overlooked member states' actions. To understand the EU's impact, we must consider both EU and member states' policies. By using a liberal constructivist framework, we can better analyze how the EU's foreign policy is shaped by the interests of its member states.
