This system aims to encourage households and the transport industry to limit their emissions in a cost-effective way. Right now, there are no permits given to households, so that's something new. The idea is that giving out permits can help limit emissions by giving everyone a set amount they can emit, and then letting them trade if they need more or have extra permits. This could help control emissions and give flexibility to those involved in reducing pollution. The plan is to implement this system by 2008.
