It looks at the cooperative extension services in the United States as a model for practical help in solving people's problems and spreading information effectively. The recommendations include adapting extension services to meet evolving needs, strengthening agricultural colleges' extension functions, reviewing cooperative agricultural research and extension, developing programs and management, and gathering and using agricultural information.
