The article predicts how many citations scientific papers will get in the long term. They found that a certain type of distribution fits well for Physics papers from 1984. They also made a model that can predict how many more citations a paper will get after the first year. This model works best when using both the Impact Factor and recent citations. However, the model doesn't work well for papers from the same country or university.
