Developing countries are shifting from public to private rural extension services due to financial pressures. However, the emergence of a market for these services has been slow. Private providers struggle to profit from offering knowledge on new farming techniques. Governments and donors are working to stimulate this market. The paper also discusses criteria for monitoring and evaluating extension projects.
