The improved TOPSIS method uses vertical distance to calculate how close different options are to the best solution for allocating water rights. By combining subjective and objective weights using game theory, a fair and comprehensive weight is determined. This method was applied to allocate water rights in Fuhuan River, showing it is more rational and effective than traditional methods like analytic hierarchy process.
