The article examines how migration affects development in Latin America and the Caribbean. It found that internal migration is decreasing, which was unexpected. Migration can benefit individuals and successful regions but can harm poorer regions by depleting their human resources. Urban-urban migration is now more common than rural-urban migration. Governments should allow freedom of movement within their borders and use incentives to influence migration decisions.
