Performance measurement is crucial for transportation agencies like metropolitan planning organizations (MPOs) to make better decisions and improve transportation systems. MPOs play a key role in coordinating transportation planning but often lack resources for performance measures. By using proper performance measures, MPOs can guide local transportation planning towards achieving higher goals. This project aims to help transportation agencies, especially MPOs, incorporate effective performance measurement in their planning and operations. The researchers surveyed agency practices and needs, developed guidance on performance measurement, strategic planning, goal setting, and data collection to support this goal.
