China implemented policies to change dairy farms after a contamination scandal. The goal was to make bigger farms and reduce small ones. The results showed that large farms got bigger, but small farms still dominate the market. Medium farms didn't grow much, and their cows weren't more productive. This means China needs to rethink how its dairy industry develops.
