Central and local governments in Zimbabwe have a complex relationship that affects how much freedom local governments have to make decisions. Local governments operate under laws set by the central government, but they also have some power to make their own rules. Recently, there has been criticism of the central government for interfering too much in local government affairs. This study aims to assess whether these interventions are fair and reasonable.
