Cross-border trade alone cannot ensure food security in Malawi. Interventions are needed to help households afford maize during shortages. The Starter Pack program in Malawi has negatively affected farmers in neighboring countries like Mozambique. Long-term consistent implementation may have a less harmful impact. Livelihood security programs should consider the impact on farmers and traders in surrounding areas to support regional development.
