The European Directive on strategic environmental assessment (SEA) in the energy sector is facing challenges in its implementation. Unlike the Environmental Impact Assessment (EIA) Directive, the SEA Directive lacks clear guidelines for decision-making, thresholds for significant environmental effects, and a specific list of plans and programmes (PPs) to assess. This may hinder the effective application of the SEA Directive in practice.
