The article discusses how the EU can improve its strategy for security sector reform in the Mediterranean by learning from experiences in Turkey and the Palestinian territories. It emphasizes the importance of combining police and judicial sectors, along with DDR, and implementing transparent oversight mechanisms. The EU needs to be consistent in applying these principles in conflict and post-conflict situations. The study suggests that the EU lacks a comprehensive strategy for security sector reform, which hinders the development of a unified foreign policy.
